He's lucky he offered to give him anything at all.
Borrowing money from your girlfriend, parent, or best friend will likely hurt your relationship with them. It doesn't matter whether you pay the money back on time or not. The relationship changes from buddy buddy to lender-borrower, and that is a totally different dynamic. Every time you hang out and every purchase the borrower makes will feel different because the fact that one friend owes money to the other friend is constantly in the back of your mind.
The best way to avoid such a situation is to gift money to people instead of loaning it. That way, it's a weight off of both of your shoulders, and it's a win win! The giver feels good because they did something good for their friend, and the receiver gets the money they need! You shouldn't give someone money if you wouldn't be okay with taking that money out of the bank and setting it on fire. If that would make you viscerally uncomfortable, you aren't in a position to be gifting that money. You can't control how someone spends the money you give to them, so if you have a problem with them blowing it on scratch offs or Mountain Dew Code Reds, you shouldn't be giving that money away. It doesn't matter if someone begs and begs you to give them dough: you should never part with more money than you're comfortable parting with.
