World War 11 or World War Eleven refers to a quote by United States Representative Ilhan Omar in which she reads "World War II" as "World War 11" while giving a speech discussing her and Senator Mazie Hirono's "Neighbors Not Enemies Act." The speech took place in January 2025 and resurfaced online in late April 2026, going viral on X / Twitter and inspiring memes and reactions that make fun of Omar. Many of the reactions notably use an edited clip of Omar making the mistake and omit the following seconds where she corrects herself and laughs it off.
Origin
On January 22nd, 2025, U.S. Representative Ilhan Omar spoke about her Neighbors Not Enemies Act, which is aimed at repealing the 1798 Alien Enemies Act. Congress.gov explains that the bill, "repeals provisions authorizing the President to apprehend and remove from the United States the citizens of a particular nation, if the United States has declared war against that nation or that nation has threatened an invasion against the United States."
The speech was streamed on the PBS NewsHour YouTube page to over 6,300 views in just over a year. About 33 seconds into the speech, Omar misspeaks while reading her speech and says, "World War 11," instead of "World War II." She quickly corrects herself and laughs it off.

On April 27th, 2026, X user @ImMeme0 posted the clip of Omar saying "World War 11" by accident, writing, "Rep. Ilhan Omar: 'The last time the Alien Enemies Act was invoked… during World War ELEVEN.' She must have gotten her education in the Quality Learing Center," garnering over 88,000 likes and 21,000 reposts in three days. The clip omits the seconds following her mistake, where Omar laughs and corrects herself.
"Quality Learing Center" is a reference to YouTuber Nick Shirley's Somali daycare fraud in Minnesota video, where he purportedly found a daycare with a sign misspelled "quality learing center" instead of "quality learning center."
